Hi Firstline,
At level 110 you should get a quest Uniting the Isles.
It is reputation based quest so it may take a while to complete.
When you are done with it, the World Quests should unlock, you will get a Flight Master's Whistle and the quest Assault on Broken Shore will appear.
You start that scenario on the Krasus' Landing.
As soon as you complete the assault, you can go back to Dalaran where should get the Hand of Fate quest. That is exactly the Argus opening part.
