Karrak is perfectly correct. Only mounts that you are able to use on the specific character do count for the achievements on that character.
That also means that all the class mounts from other classes would not count, same goes for the mounts that can be used only by the other faction or any other mount that would have some limitations blocking the use on that specific character.
For example profession-specific mounts. In theory character would be able to use them if he/she changes/starts that profession at some point and gets to the required level of experience in that profession.
