Thanks for testing. You are right. It is directly related with addons.
To be more precise World Quest Tracker addon in most cases.
It will be probably updated soon by the addon creators, yet for the time being you may want to disable it.
If that would not work you can also reset the whole game interface.

Barathor is also quite right about the fact that the event is gated and the next part will be available later.
