The requirement not being changed is not an oversight I'm afraid. What I would suggest instead, is level up, at 120, you should be able to easily solo that raid, and complete the requirements fairly quickly.

What I can suggest is that you look for a group of people willing to complete that achievement with you and finish the requirements together. This will help you all to finally be able to fly in Legion content and maybe find some friends along the way! :)
