Nez'ara can indeed sometimes stay unattackable after her ropes have been cut. Our Development Team are investigating things already though. You can keep an eye on the Hotfix and Patch notes page for updates.
In the meantime, you can try to join a cross-realm group for that particular World Quest which may temporarily phase you over to another server.
