Is it supposed to do this much damage?

Bear in mind, this was in a dungeon where I was scaled down to 850, so the damage is not as high as it would be in the open world.

The 4 piece if you don't know what it does: Chaos Bolt will deal an additional 10% of its direct damage caused to the target over 4 sec, and obviously it isn't doing that properly.
