Ion basically did say this, the only difference is that he didn't use those exact words, and he didn't tell you what in specific we were doing. He did mention further trait balancing, along with newer traits to come. I think the way of looking at them as tier set bonuses like he described is great. In that the first ones are fairly simple to get an idea of the system to build a foundation of some that could potentially be more unique. So far I like how they handled Reorigination Array so I'm interested to see what they do. I do agree though that the majority of traits I honestly haven't felt much if any impact at all.

Not what I'm actually paid to do, but unfortunately sometimes it does waste my time. If people could knock that off it'd be real nice.

They literally said the exact same thing at the beginning of Legion...and those also turned out to be cheap words.
Spoiler, but we're going to continue saying it. Every developer is going to continue saying it. Development on a game like WoW never stops, and there is always things to learn from and things to try and refine. It's been that way since Day 1 and will continue to be, because WoW is a living game and there is always changes and content around the corner.
